I would think spanking with any object would not be allowed no matter who you are. "Spanking" with a shoe is not appropriate. Spanking with a hand where I am is not allowed for foster parents but I'm not sure about adoption especially with a family member. But still I think spanking with an object would not be allowed regardless.
